School enrollment and attendance are two important measures of educational attainment. Here we focus on enrollment and attendance rates specifically at the primary level. Statistics of literacy rates for recent decades are published by statistical offices. For earlier periods, historians have to reconstruct data from other sources. The most common method is to calculate the share of those people who could sign official documents (e.g. court documents). Researchers and SEL providers break down models for integrating those lessons into subjects like science, math, social studies, and language arts.

This hidden curriculum reinforces the positions of those with higher cultural capital, and serves to bestow status unequally. Functionalists recognize other ways that schools educate and enculturate students. One of the most important values students in Canada learn is that of individualism—the valuing of the individual over the value of groups or society as a whole. In countries such as Japan and China, where the good of the group is valued over the rights of the individual, students do not learn as they do in Canada that the highest rewards go to the “best” individual in academics as well as athletics. One of the roles of schools in Canada is fostering self-esteem; conversely, schools in Japan focus on fostering social esteem—the honouring of the group over the individual. Today, the optimal way to include differently able students in standard classrooms is still being researched and debated.

Getting all children in school and learning requires alignment across families, educators and decision makers. It requires shared goals, and national policies that put learning at the centre. It also requires data collection and regular monitoring to help policymakers identify what’s working, who’s benefiting, and who’s being left behind. This learning crisis – the rift between the levels of learning children receive and those they, their communities and entire economies need – hit a global scale even before the COVID-19 pandemic brought education systems to a halt. Over 600 million children and adolescents worldwide are unable to attain minimum proficiency levels in reading and mathematics, even though two thirds of them are in school. For out-of-school children, foundational skills in literacy and numeracy are further from grasp.

Their input suggests that the keys to rebuilding education are an early focus on quality and a commitment to educational access.

Primitive people in some cultures regard the body of knowledge constituting the initiation curriculum as most essential to their tribal membership. Within this essential curriculum, religious instruction takes the most prominent place. A primitive person, whose culture is the totality of his universe, has a relatively fixed sense of cultural continuity and timelessness.
