There is a close relationship between the educational provisions of a country and its economic resources. This relationship shows up in such country-to-country comparisons as the percentages of children between the ages of 5 and 14 enrolled in school, the number who begin but soon drop out, the supply and qualifications of teachers, and so on. In all of these respects, large sections of Africa, Latin America, and parts of Asia and the Middle East are disadvantaged when compared with most of Europe and with countries such as the United States, Canada, Japan, and Australia. Investment in quality early learning/pre-primary education so that young children are ‘ready for school’ has high positive impacts on primary school enrolment, survival and learning, and is cost-effective. She further shared that quality is supervised by way of school monitoring and students’ assessments. The oversight & accountability mechanism connects access with the quality measures, she added.

Secondary Education Enrollment By Sex

Gaps in service provision at all education levels is a major constraint to education access. Socio-cultural demand-side barriers combined with economic factors and supply-related issues , together hamper access and retention of certain marginalized groups, in particular adolescent girls. Putting in place a credible data system and monitoring measures to track retention and prevent drop-out of out-of-school children is still a challenge. At the post-secondary level, there has been much research conducted about the strengths, weaknesses, opportunities and threats when practicing distance learning. They found that this model is great for those that don't live within the same city as where they go to school. It gives them an opportunity to get an education without having to leave their homes.

In order to accelerate progress and ensure the equitable expansion of quality education, UNICEF supports the Government of Pakistan’s efforts to significantly reduce the number of OOSC at pre-primary, primary and lower secondary levels. At systems levels, we are contributing to more equity-focused provincial sector planning and budgeting; strengthening data and assessment systems; and evidence-based policy advocacy. It should be noted that in some nations, such as Spain, Ireland, and some Muslim countries, religious and denominational influences control the school systems. In other countries (e.g., the United States), ecclesiastical and other religious bodies maintain elementary, secondary, and higher schools separate from the public-school systems. While several models exist for ALPs, these are still scattered and limited in scale. UNICEF is addressing the issue of OOSC through studies, supporting provincial sector plan development, development or review of non-formal education policy and direct programme implementation.

The female literacy rate drops to twenty-five percent in rural areas of Pakistan. Girls’ school enrollment also significantly drops in the rural areas of Pakistan. The enrollment rate for girls in rural areas is only twenty percent in grade school.

Historical Perspective On Basic Schooling

Teleschool is programmed with lessons for kindergarten through high school. Master of Philosophy is available in most of the subjects and can be undertaken after doing Masters. Doctor of Philosophy education is available in selected areas and is usually pursued after earning a MPhil degree. Students pursuing MPhil or PhD degrees must choose a specific field and a university that is doing research work in that field. MPhil and PhD education in Pakistan requires a minimum of two years of study. According to UNESCO's 2009 Global Education Digest, 6% of Pakistanis (9% of men and 3.5% of women) were university graduates as of 2007.

Another survey in Mirpurkhas, Tando Muhammad Khan and Tando Allah Yar has also been completed regarding operationalization of viable closed Schools. Secretary SE&LD was further informed that over 200 dysfunctional school buildings have already been operationalised by SEF in different districts. Article 25-A of Constitution of Pakistan obligates the state to provide free and compulsory quality education to children of the age group 5 to 16 years. "The State shall provide free and compulsory education to all children of the age of five to sixteen years in such a manner as may be determined by law". The second United Nations Millennium Development Goal was to “ensure that, by 2015, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling.” This goal was missed but significant progress has been made. In 1970, 28% of primary-school-age children in the world were not attending school, today this share has decline to 9% – equivalent to 60 million children not in primary education as the first visualization below shows. Primary school education today is focussed on establishing the fundamental literacy and numeracy skills of children, as well as developing their understanding of the world. For this reason, primary education is compulsory and provided by the state in almost all countries around the world.
